Agency Performance Indicators and Targets for CY 2025-2028

This document is Annex A to RMO No. 005-2025, presenting the agency performance indicators and targets for calendar years 2025, 2026, 2027 and 2028. Each indicator is shown with a formula and a per-year target: collection performance within +/-2% of the DBCC assigned goal; 10% annual collection growth; 3% annual increase in registered active business taxpayers; validation of 5% of inactive business taxpayers; an overall taxpayer satisfaction rating of 4.0; audit collections (eLAs and TVN) of 3% of the assigned collection goal; and audit efficiency of 75% of eLAs transmitted by the investigating office and acknowledged by the reviewing office.
