Annex 1 NewDXRoadmap CY2025-2028 V2

This annex lays out the BIR's 'New DX Roadmap' - a digital transformation plan for calendar years 2025-2028 - organized into 4 pillars and 8 programs and stated to be aligned with 'BIR Aspiration 2028' and the Ease of Paying Taxes (EoPT) Act. Initiatives are scheduled from 2025 to 2027 and cover strengthening the BIR organization (digital culture, employee records), modernizing the BIR's ICT/digital backbone (taxpayer data cleansing and migration, core systems, enterprise architecture, reporting and analytics), governance frameworks (a Data Governance and Data Management Framework), and taxpayer-facing digital services (BIR Website Phase 2; an Integrated Taxpayer Portal with Registration, Filing and Payment, eSubmission, Taxpayer Dashboard, Certificate Application, Contact Center and TP Feedback modules; and an Enhanced Digitized RDO). Each pillar ends with a 2028 phase described as 'Stabilize, Maintain and Sustain'. The document is a planning table; it does not itself create taxpayer obligations.
