This document is a BIR good-governance scorecard (apparently for FY 2020), not a tax rule. It marks most governance conditions 'Compliant' — including the Transparency Seal, ISO 9001:2015 QMS certification, Citizen's or Service Charter, SALN review, FOI Program compliance, and several procurement items — while 'PhilGEPS Posting' is marked 'Non-Compliant'. It also reports 2016–2020 budget utilization rates (2020: 88% obligations BUR, 71% disbursement BUR) and restates the BIR's mandate under Sec. 2 of the National Internal Revenue Code of 1997 to assess and collect all national internal revenue taxes, fees and charges.
