This is the Bureau of Internal Revenue (BIR) Citizen's Charter, 2020 (2nd Edition). It restates the BIR's mandate under Section 2 of the National Internal Revenue Code of 1997 (assessment and collection of all national internal revenue taxes, fees, and charges), and presents the Bureau's mission, vision, and service pledge. It then enumerates external services of the Revenue District Office, including online/manual TIN applications (with bulk handling for six or more applications), EO 98/ONETT taxpayer processing, TIN and registration of individual and non-individual new businesses and branches, Authority to Print (ATP) receipts/invoices, registration of books of accounts, certification of COR/ATP/TIN Card, CRM/POS and CAS accreditation and permits, Delinquency Verification Certificates, ONETT Computation Sheets (OCS) of tax due, and Electronic Certificates Authorizing Registration (eCAR) for sales, donations, and estates.
