BIR Citizens Charter 2025 2nd Edition v2

This is the Bureau of Internal Revenue's Citizen's Charter for 2025 (2nd Edition). It restates the BIR's mandate under Section 2 of the National Internal Revenue Code of 1997 (assessment and collection of national internal revenue taxes, fees, and charges, under the supervision of the Department of Finance), its mission, its 2028 aspiration, and its service pledge of 'Service Excellence with integrity and Professionalism'. It then lists the BIR's external services processed through Revenue District Offices — chiefly taxpayer and business registration matters such as TIN applications (including EO 98/ONETT taxpayers and bulk applications), registration of individual and non-individual new business registrants and branches, Authority to Print (ATP), registration of books of accounts and computerized accounting systems, permits to use POS/CRM sales machines, eAccREG enrollment, certifications, and closure of business — available online through ORUS or by manual walk-in processing.
