This is the BIR Citizen's Charter (2021 Edition). It states the Bureau's mandate under the Department of Finance — assessing and collecting all national internal revenue taxes, fees, and charges and enforcing related forfeitures, penalties, and fines — together with its mission, vision, and service pledge. It then lists external services handled at Revenue District Offices, including TIN applications (online, manual, and bulk), registration of new businesses and branches with Authority to Print (ATP), registration of books of accounts and computerized accounting systems, permits to use sales machines, eAccREG enrollment, business closure, certifications, Delinquency Verification Certificates, ONETT Computation Sheets, and electronic Certificates Authorizing Registration (eCAR) for sales, donations, and estates.
