Conceived amid the Bureau's Digital Transformation (DX) Program, it was crafted by the Project Management and Implementation Service (PMIS) as program overseer/integrator to guide internal project stakeholders (Process/Functional Owners, Program Leads, Project Team Heads, and Team Members) in managing reform projects. Using PMBOK and ISO project management concepts, tools, and sample templates adapted to the BIR setting, it covers the project life cycle from initiation to closure. It is a living document subject to periodic updates and expressly does not replace users' experience and professional judgment.
