This 21 October 2015 BIR memorandum to all revenue officials and employees prescribes how BIR offices will be ranked for the grant of the CY 2015 Performance Based Bonus (PBB). Offices are grouped into Support/Staff Offices and Collecting Offices, which cannot be compared directly, and are force-ranked into the categories 'Best', 'Better' and 'Good' under tables that depend on whether the Bureau meets the criteria in Section 3.1 of Memorandum Circular No. 2015-1 and, additionally, at least 90% of the OP Planning Tool and Ease of Doing Business targets. Support/Staff Offices are rated on the approved Office Performance Contract and Review (OPCR); Collecting Offices are rated on Collection Performance (60% weight) and Collection Growth (40% weight), using BESF-based CY 2015 collection goals and Bureau of Treasury actual-collection figures, with tie-breaking rules provided. The Commissioner's Office is automatically ranked 'Best'.
