Annex A contains the Bureau of Internal Revenue Strategic Plan 2024-2028. It sets out the BIR's Aspiration 2028 — to be 'highly digital, propelled by empowered revenuers with integrity, providing excellent services aligned with international tax standards' — which replaces the prior Vision Statement while retaining the Mission Statement and seven Core Values. The plan defines four Focus Areas (Highly Digital; Empowered Revenuers with Integrity; Excellent Services; Aligned with International Tax Standards) whose strategies are geared toward attaining collection targets, sustaining collection growth, and providing excellent taxpayer service, with the Strategy Roadmap linked to the Philippine Development Plan 2023-2028.
