The biodiesel blend rises from 2% to 3% on October 1, 2024, to 4% on October 1, 2025, and to 5% on October 1, 2026. DOI participants may voluntarily offer gasoline with a 20% bioethanol blend. Existing permits are valid only until December 31, 2024 and must be updated by that date; permits issued on the Circular's date and applications/renewals filed as of the Circular are valid until December 31, 2025. DOI participants, fuel distributors, and fuel retailers must comply or face penalties and sanctions under existing laws and regulations.
