RMC No. 14-2022 is an administrative (non-tax) issuance confirming the BIR's compliance with the Freedom of Information (FOI) Program under Executive Order No. 2, s. 2016. It publishes the Revised People's FOI Manual (Annex "1"), an updated list of FOI Receiving Offices and Officers (Annex "2"), and the FOI Request Process Flowchart (Annex "3"). It directs all concerned to give the circular wide publicity and takes effect immediately.
