RMC No. 17-2023 (issued February 6, 2023) publishes FIRB Advisory No. 002-2023, which makes available updated templates for the Certificate of Entitlement to Tax Incentives (CETI) for three project classifications: CREATE Projects under RA No. 11534 (Annex "A", no change), Pre-CREATE Projects (Annex "B", minor changes in red font), and Renewable Energy Projects under RA No. 9513 (Annex "C", minor changes in red font). All Investment Promotion Agencies (IPAs) must use the updated templates beginning March 1, 2023, with earlier adoption highly encouraged. CETIs already issued on or before February 28, 2023 using the previous templates circulated on March 23, 2022 remain valid for the corresponding fiscal or calendar year unless canceled, suspended, or withdrawn by the IPA or the FIRB after due process.
