RMC No. 54-2022 (April 25, 2022) publishes the full text of IATF Memorandum Circular No. 2022-1 issued by the DBM Secretary as Chairman of the AO 25 IATF, containing the guidelines for granting the FY 2022 Performance-Based Bonus (PBB) under EO 80, s. 2012 and EO 201, s. 2016. The PBB covers national government departments, bureaus, offices and agencies — including Constitutional Commissions, Congress, the Judiciary, SUCs, GOCCs, LWDs and LGUs — and personnel in regular, contractual and casual positions (excluding those engaged without employer-employee relationship funded from non-Personnel Services budgets). Agencies must attain at least 70 points across four criteria (Performance, Process, Financial, and Citizen/Client Satisfaction Results) with a rating of at least 4 in at least three criteria; units most responsible for low ratings or non-compliance with Agency Accountabilities are isolated from the grant. Eligible First to Third Level employees need at least a 'Very Satisfactory' SPMS rating, and PBB rates are uniform across the agency based on the achieved total score.
