Reference copy · verify against the official sourceRMC No. 57-2023 (May 19, 2023) publishes the updated BIR list of registered manufacturers, importers, and exporters of cigarettes, heated tobacco products, vapor products, and novel tobacco products, together with their product brands/variants, as of May 15, 2023. The list is attached as Annexes A to H, covering eight product categories (domestic and export cigarette manufacturers, PEZA-registered cigarette manufacturers, cigarette importers, vapor product manufacturers and importers, and importers of heated tobacco and novel tobacco products). Newly registered manufacturers/importers after May 15, 2023 will be included in the updated list posted on the BIR website. Per RR No. 7-2021 and RR No. 14-2022, covered manufacturers/importers/exporters must register their brands and variants within six (6) months from release of the Circular to avoid penalties. Covered products must also bear the Graphic Health Warning and BIR Tax Stamps, except vapor products and novel tobacco products, for which IRSIS stamps are not yet available in the system.
