Reference copy · verify against the official sourceRMC No. 61-2026 (June 9, 2026) circularizes Office of the President Memorandum Circular No. 117 (March 31, 2026) on the playing of the official music videos of Lupang Hinirang and the ASEAN 2026 theme song "One Vision, One Ocean." National government agencies and instrumentalities, including GOCCs, and public and private educational institutions are directed — and LGUs are encouraged — to play the official Lupang Hinirang music video during weekly flag ceremonies and other official government events, subject to existing laws, rules and regulations. During the Philippines' Chairship of ASEAN 2026, the same entities are likewise directed (LGUs encouraged) to play the ASEAN 2026 theme song video after the flag ceremony and during official government events, particularly ASEAN 2026-related events. All BIR offices, divisions, and personnel must align their procedures and activities with the issuance, and concerned units must adopt the necessary administrative and logistical arrangements. The circular contains no tax rates, filing, payment, or registration provisions.
