RMO No. 14-2022 (issued February 17, 2022) amends RMO No. 40-2020 to revise the guidelines and procedures for processing Clearances in the BIR National Office and Regional/District Offices. It lists the offices that issue the Certificate of Cleared Accountabilities (CCA) attached to each Clearance (National Office Forms 0029/0048/0047, Regional Office Forms 0030/0049, District Office Form 0046), states that Revenue Data Centers will no longer issue CCAs for Regional Office employees (CCAs signifying revocation of system access now come from the NMTSD and DWSOD of the National Office), and describes the roles of the Personnel Division, heads of office, and Administrative Officers in verifying accountabilities and ensuring turnover of property and money accountabilities by retiring, separated, or transferring employees.
