RMO No. 14-2025, issued March 20, 2025, prescribes the allocation of the CY 2025 BIR collection goal among implementing offices based on the FY 2025 Budget of Expenditures and Sources of Financing (BESF) and the DBCC Ad Referendum dated June 27, 2024. The overall CY 2025 collection goal is set at ₱3,232.475 Billion, which is ₱380.871 Billion or 13.36% higher than the CY 2024 actual collection of ₱2,851.604 Billion. The goal is composed of BIR Operations (₱3,130.559 Billion) and Non-BIR Operations (₱101.916 Billion).
