RMO 17-2025 Digest

RMO No. 17-2025, issued on March 24, 2025, prescribes the BIR's seventeen (17) Operational Key Performance Indicators (KPIs) for Calendar Year 2025, with details in Annex A. Assistant Commissioners, as Measure Owners (MOs) for KPIs within their jurisdictions, shall monitor, review, evaluate and assess the KPI performance of the implementing offices - Revenue Regions (RRs), the Large Taxpayers Service (LTS) and Revenue District Offices (RDOs). For LTS offices the Order lists KPIs and weights (e.g., Collection Performance at 50.00, Percentage Increase in Collection at 5.00, Audit Effort and Audit Efficiency at 3.00 each, Reduction of Tax Arrears at 2.00) totaling 70.50, and provides that if actual performance exceeds the KPI target, the Score is set to the maximum assigned KPI weight. The KPIs will be incorporated as measures in the OPCR Form and the Office Index of Success Indicators of the RRs, LTS and RDOs and shall be adopted in CY 2025; guidelines, procedures and the timeline for submission of Accomplishment and Evaluation Reports are specified in the Order.
