RMO No. 17-2026, issued on July 8, 2026, updates the policies and procedures for processing One-Time Transactions (ONETT) covering the sale and donation of real/personal properties, in relation to ISO 9001:2015 Quality Management System standards. The amendments aim to ensure consistency, efficiency, and effectiveness in the processing and issuance of the ONETT Computation Sheet (OCS) and the Electronic Certificate Authorizing Registration (eCAR) by all concerned Offices, including those under the Large Taxpayers Service. The Order also specifies the list of Quality Forms to be used, including the prescribed format and paper size, and the storage and labeling of documents.
