RMO No. 23-2026 (August 24, 2026) orders strict observance of the Government Energy Management Program (GEMP) guidelines and IAEECC implementation within the BIR to cut fuel, electricity and other utility consumption by at least 10%. It prescribes electricity- and fuel-saving measures, designates Energy Efficiency and Conservation Officers (EECOs) in the National Office, Regional Offices and Revenue District Offices, requires monitoring teams and monthly electricity/fuel consumption reports to the DCIR, RMG, and imposes a Show Cause Order with graduated penalties (reprimand; suspension of one to thirty days; dismissal) on violators, plus possible civil liability for power consumed during prescribed power-off periods.
