RMO No. 3-2026, issued February 4, 2026, further amends RMO No. 14-2025, as amended, by prescribing the revised allocation of the CY 2025 BIR collection goal by implementing office. Table I contains the revised BESF Goal, which remains the BIR's official target for compliance with RA No. 9335, while Table II contains the Emerging Goal, which serves as the operational benchmark for agency performance measurement, cash management, budget execution, and mandated stakeholder reporting, unless the DBCC or DBM instructs otherwise.
