This Order adopts and prescribes the use of the BIR Project Management Manual as a reference document for managing projects within the Bureau. The Manual, produced by the Project Management and Implementation Service (PMIS), covers project concepts and terms, tools, forms and templates, and prescribed procedures and guidelines. Internal revenue officials, employees, and others concerned designated as project leaders and implementers are to be guided by the Manual in managing their project activities. The Order takes effect immediately. It is an internal-administration issuance and does not impose or modify any tax.
